Drivo II mimimum power possible at 20 and 25km/h

I am trying to know what is the minimum value of resistance that Drivo II can provide.
When I try the level mode, in the value of Level 1 (minimum value), the power required is considerably high and increasing with speed.
In power mode, the value below 100W seems no possible to achieve.

I would like to have a resistance close to 0 at 20 and 25km/h .Is that possible? what is the mimnimum power possible at this speed value?
