Elite Drivo resistance issue

Hi !
When I put maximum force on the pedals, for example in the uphill, the pedals has started to slip. As if cassette and hub are making a spin and losing resistance. Chain and cassette are new. I have tried to re tightening the cassette.
What could be the problem ?
